The Bang · The Keys Came Forward
At the Bang — when Sano pulled the space-dust together into ten spheres inside a huge eleventh — the assembled factions came to awareness and demanded answers. Among the voices were the Voljeti: the 12 Keysthe ones who would become the Older Mechanism. Where the Arcana are the structural forces and the Dzin are force made flesh, the Voljeti are the principle of lawful relationship made into beings: the keys that lock and unlock the bonds and compacts holding creation together.
What They Are
The Architects of the Older Mechanism
The Voljeti are the Architects of the Older Mechanism — they built the foundational law of correct relationship: bond law and compact law, the operating principle of the entire universe. The Older Mechanism is not a separate thing from the Voljeti; it is what they ARE and what they made. It stabilizes reality through relational resonance, witness, memory, covenant, and reciprocity. Everything the later formal framework claimed authority over was always older than the framework — because the Voljeti encoded the real law first.
The Keys
Why ‘Keys’
They are called the Keys because their function is the lock: a key turns a bond shut or open, sets a compact’s terms, governs what may pass a threshold and under what law. A key is the instrument of lawful access — not a wall, not a weapon, but the turning that opens what should open and holds what should hold. The Voljeti are the keys of creation’s whole locking architecture, held, with the Gates (Nasilin) and the Bars (Davos), by the Bone Mother.
The Older Mechanism
Bond Law
Relationship as Law
The heart of the Older Mechanism is the principle the whole universe rests on: a relationship built on trust and belief is law — structural, not sentimental. The Voljeti built this into the operating code of reality. A freely chosen bond is binding; a correct compact holds; reciprocity, witness, and memory keep the law true across time. This is why love works as a mechanism in the H&H universe and not merely as a feeling: the Voljeti made it the architecture.
The Record
What Cannot Be Falsified
The Older Mechanism keeps a record that cannot be falsified. Berith (a Duke of Hell, alchemy and lies) specifically targets its frequency to make truth look false — but the record holds. Raziel maintains a copy in Heaven’s foundational archive; the daughters’ practice carries it in living form. The law the Voljeti built is incorruptible at its root — it can be obscured, attacked, lied about, but not unmade.
Older Than the Framework
Upstream of Everything Institutional
The Older Mechanism predates the formal framework, the Church’s institutional architecture, and every compact the Princes negotiated. It was encoded under the Arcana Layer’s authority before any institution existed to claim jurisdiction. The formal framework is a distant, distorted echo of the Voljeti’s law — an attempt to imitate, downstream, what the Keys built upstream. When institutions and the real law conflict, the older law is the true one.
The Compacts
Every Bond Traces Here
Every correct compact in the saga — the Pike County compact, the Moon-Bride addendum, each Watcher-practitioner bond — turns on the Voljeti’s keys. When a bond is constituted correctly, it is the Older Mechanism’s law being invoked, whether or not the parties know its name. The Voljeti do not need to be summoned; their law is simply how a correct relationship works. The Restoration itself is the Older Mechanism reasserting its law, bond by bond.

Jupiter
The Outpost · Guarding Gaia
At Sano’s request, the Voljeti took Jupiter as an outpost to guard Gaia. The King asked the Keys to stand watch over the Seed of Life and her Garden, and they set their forward position on the great sphere nearest Earth’s outer approaches. The Older Mechanism’s first duty in the apportioned creation was protective — the law standing guard over life itself.
Saturn
The Homestead · The Mechanism’s Seat
The Voljeti took Saturn as their homestead — the seat of the Older Mechanism. Saturn, the ringed sphere, the world of structure and law, became the home of the Keys and the place from which the foundational law of relationship is kept. The association is exact: the Older Mechanism is the law of bond and compact, and its homeworld is the sphere of order itself.
Two Territories
Why the Keys Hold Two
Among the founding factions, the Voljeti are notable for holding two territories — the only faction with both an outpost and a homestead. The doubling reflects their function: the law must both protect (the Jupiter outpost guarding Gaia) and be kept (the Saturn homestead). They dwell, like all the founding factions, on the Arcana Layer, each within their apportioned worlds.
The Bone Mother
Held in the Lock-Door-Cell
The Bone Mother, as Master Gatekeeper, oversees the three twelves — and the Voljeti are the first of them. She holds the Keys (Voljeti / Older Mechanism), the Gates (Nasilin), and the Bars (Davos) — the lock, the door, and the cell of the entire threshold system. The Voljeti are the lock: the lawful mechanism by which the whole gate-system opens and holds.
The Great Commission
The Problem
Souls Reaching the Other Layers
Across the cycles, whenever humanity neared self-destruction, uncorrupted souls would somehow rise — elevating to one of the other Layers. These elevations began to draw the other Layers’ attention. The Voljeti — the Older Mechanism — saw the pattern and conceived a response.
The Idea
The Great Commission
The Voljeti conceived the Great Commission: a mission to accompany and steward the practice rising in the mortal layer. The Grigori were among the souls who had reached the Voljeti’s homeworld, and they volunteered to go. The commission was the Older Mechanism’s attempt to send help correctly — to accompany the daughters’ practice, not to contain it.
What No One Counted On
The Corridor’s Toll
What no one counted on: the pass through the Corridor — only 2,000 years old by then — caused a static dissonance in the Grigori’s frequencies. In Azazel’s case, his wings were ripped off in the ‘fall.’ The Grigori arrived disoriented and confused, and their passage fractured the Corridor into doorways — the openings through which Heaven and Hell at last found a way in. The Voljeti’s good plan, met by the Corridor’s toll, set the three-faction collision in motion that convinced humanity monsters were real. (See the Grigori faction bible and The Codex.)

What Is Fixed
The Voljeti are twelve. The 12 Keysthe Architects of the Older Mechanism, who built the foundational law of correct relationship (bond law, compact law). Territories: Jupiter (outpost to guard Gaia, at Sano’s request) and Saturn (homestead / the Mechanism’s seat). They are the Keys in the Bone Mother’s lock-door-cell (Keys / Gates / Bars = Voljeti / Nasilin / Davos). They conceived the Great Commission that sent the Grigori through the Corridor. These points are fixed by the cosmogony and The Codex.
Open / Reserved
Held for Later
The individual names and specific roles of the twelve (rendered here as Keys — the First Key, the Key of Witness, the Key of Covenant, and so on) are an organizing scaffold built from the Older Mechanism’s named principles (resonance, witness, memory, covenant, reciprocity), not yet hard canon; they await the user’s confirmation. Any Voljeti who step onto the page as characters are reserved for development.

This faction bible specializes and displays canon; it does not supersede The Codex (universe_canon_bible.jsx). The cosmogony master (THE ORIGIN) and the theology bible are the upstream sources for every Voljeti fact above. Where this file and The Codex ever differ, The Codex wins.

The First Key
Eldest of the twelve; the foundation-stone of the Older Mechanism. The principle of the bond itself — that a relationship freely chosen is law. All other keys turn from this one.

The Key of Witness
The principle that what is seen and attested becomes real and binding. Reality stabilized through witness — the recorded truth that cannot be unmade.

The Key of Memory
Holds what was, so the law can hold across time. The keeper of precedent — the bond honored yesterday still binds today.

The Key of Covenant
The principle of the agreement freely entered. Every compact between layers turns on this key — the terms two parties set and consent to keep.

The Key of Reciprocity
The principle that a bond runs both ways — that what is given is answered, that the law of relationship is mutual, never one-sided. The balance inside every compact.

The Key of Resonance
The principle that correct relationship rings true and false relationship rings false. The tuning-key of the Older Mechanism — the test by which a bond is known to hold.

Governs the crossings between layers — what may pass, under what terms. The principle that boundaries can be opened lawfully rather than breached.

The Key of Seal
The principle of what is bound and held — the lawful close. Where a thing must be contained, this key sets the terms that hold it (and the terms by which it may one day be released).

The Key of Succession
The principle that the law continues past any single holder — that a bond, a compact, a practice passes forward intact. The Older Mechanism’s guarantee of its own continuity.

The principle of proportion in the law — that a bond claims neither too much nor too little, that the terms fit the thing. The just weight inside every compact.
